Frances brings 15+ years of experience in the design and facilitation of learner-centered training approaches in the international development arena. She provides expertise in training design and facilitation, as well as organization development support to groups seeking to develop inclusive policies, practices, and organizational culture.

Frances led the organizational learning and staff development areas for Ipas—a women’s sexual and reproductive health and rights organization with 16 country offices. Over a ten-year association with the Centre for Development and Population Activities (CEDPA), Frances designed and conducted capacity building workshops primarily for women civil society leaders in leadership & management, strategic planning, gender integration, and advocacy skills.
Frances earned an MS in Human Resource Management and a Certificate in Organization Development from the New School for Public Engagement in New York, NY. She also holds a BA in Spanish from Davidson College in North Carolina. A native English speaker, Frances regularly works in Spanish and Portuguese.
