Frances Houck is Senior Associate and a specialist in gender, human resource management and organization development. In her role at Iris Group, Frances provides technical guidance on the assessment of HR/OD practices and the development of gender-equitable policies, practices and organizational culture. Frances has recently worked as a change management coach for USAID's Engendering Industries project in Nigeria, Albania, Burkina Faso, and Senegal and as a gender specialist on WARIDI (WASH, Tanzania) and the Haiti Infrastructure Program. Frances also brings expertise in curriculum design, adult learning, and the facilitation of learner-centered training.

Prior to joining Iris Group, Frances led the organizational learning and staff development areas for Ipas - a women’s sexual and reproductive health and rights organization with 16 country offices. Over a ten-year association with the Centre for Development and Population Activities (CEDPA), Frances designed and conducted capacity building workshops primarily for women civil society leaders in leadership & management, strategic planning, gender integration, and advocacy skills. Frances earned an MS in Human Resource Management and a Certificate in Organization Development from the New School for Public Engagement in New York, NY. She also holds a BA in Spanish from Davidson College in North Carolina.
